To register or invest in Saffron City Islamabad, all applicants must meet the following eligibility criteria and provide accurate documentation at the time of registration.
- Applicant must be at least 18 years of age and a Pakistani national or overseas Pakistani holding a valid NICOP or CNIC.
- Foreign nationals may apply subject to compliance with applicable Government of Pakistan investment regulations.
- Each individual is permitted to register for a maximum of three (3) residential plots or one (1) commercial unit under their CNIC in a single phase.
- Registration is completed only upon receipt of the booking form, valid identification, and the initial down payment.
- Any false or misleading information provided during registration shall result in immediate cancellation without refund.
All payments must be made through official banking channels. Cash payments are strictly not accepted. Saffron City Management reserves the right to revise pricing for future phases or unsold inventory.
- A non-refundable booking fee of PKR 50,000 is required to secure a file at the time of application.
- Installment schedules are fixed at the time of booking and cannot be renegotiated except through written management approval.
- Failure to pay two consecutive installments will result in a formal notice; three missed installments may result in allotment cancellation.
- All dues including development charges, amenity fees, and utility connection charges must be cleared before possession is granted.
Allotment of plots in Saffron City is conducted through a transparent balloting system under the supervision of management and authorized representatives. Results are binding and non-transferable at the balloting stage.
- Balloting is conducted publicly with prior notice of at least 15 days given to all registered applicants via SMS and official website announcement.
- Each registered file is entered into the balloting system once. The outcome of the ballot is final and cannot be challenged.
- Allotment letters are issued within 30 working days of the balloting date and must be collected in person with original CNIC.
- Plot dimensions may vary by ±3% from the advertised size due to site-specific planning adjustments; price adjustments will be made accordingly.
- Corner, facing park, and commercial-adjacent plots are designated as premium and carry an additional surcharge as specified in the rate card.
Saffron City is committed to delivering a fully developed community with world-class infrastructure. Development timelines are estimates and may be subject to change due to regulatory, environmental, or force majeure circumstances.
- Possession of plots is granted in phases as development of each sector is completed and all dues are cleared by the allottee.
- A possession letter will be issued upon site clearance by the development team and payment of all outstanding dues including development charges.
- Construction on plots may only commence after obtaining a No-Objection Certificate (NOC) and approved building plan from Saffron City's Technical Department.
- All constructions must comply with the approved building by-laws of Saffron City and the relevant regulatory authority (RDA/CDA).
- Management shall not be liable for delays in development caused by government approvals, natural calamities, or unforeseen circumstances.
Cancellations must be submitted in writing to the Saffron City Sales Office. Verbal or informal requests will not be entertained. Refunds are processed as per the schedule below.
- Cancellation within 30 days of booking: Full refund minus the non-refundable booking fee of PKR 50,000.
- Cancellation between 31 days and 6 months: 85% of total paid amount refunded within 90 working days.
- Cancellation after 6 months: 75% of the paid amount is refunded; the remaining is retained as administrative and cancellation charges.
- No refund will be processed if the cancellation request is submitted after 36 months from the date of allotment.
- Refunds are issued via crossed cheque or bank transfer only; cash refunds are not provided under any circumstances.
Plots may be transferred or resold subject to management approval and payment of applicable transfer fees. Unauthorized transfers are void and may result in file cancellation.
- Transfer requests must be submitted with the original allotment letter, CNICs of both parties, an undertaking form, and applicable transfer fee payment.
- Transfer fee is calculated as 2.5% of the current market value of the plot at the time of transfer, as assessed by Saffron City Management.
- Gifting of plots to immediate family (spouse, children, parents) is permitted at a reduced transfer fee of 0.5% subject to valid documentation.
- A plot under installment payment plan may be transferred only if all dues up to the date of transfer are fully cleared.
- Saffron City Management is not a party to private agreements or side deals between buyers and sellers and holds no liability for such transactions.
Saffron City strives for transparent, fair, and amicable resolution of all disputes. Buyers are encouraged to first approach the Customer Relations Department before escalating to formal channels.
- All disputes must first be submitted in writing to the Customer Relations Department; management will endeavor to resolve within 21 working days.
- If unresolved, disputes will be referred to a mutually agreed upon mediator or a registered arbitration body in Islamabad under the Arbitration Act 1940.
- The jurisdiction for all legal matters related to Saffron City shall be the courts of Islamabad Capital Territory (ICT).
- Buyers agree to not engage in public defamation, misinformation, or social media campaigns while a formal dispute resolution process is underway.
- Management reserves the right to seek legal remedies for any breach of these terms including unauthorized construction, non-payment, or fraudulent activity.
